INFORMAL TENDER INVITATION TERMS OF REFERENCE FOR THE ENGAGEMENT OF AN AGENCY FOR ADVERTISING, COMMUNICATION AND MEDIA CONSULTING AGENCY ON RETAINERSHIP BASIS The Securities Commission of Zimbabwe (SECZ) is a regulatory body for the capital markets, which was established through the enactment of the Securities Act (Chapter 24:25) to regulate and license the securities industry. The SECZ is looking for a leading professional and full service Communications and Advertising Agency to handle its Corporate Communications and Advertising assignments on a retainership basis. Expression of Interest (EOI) is invited from interested Companies for pre-qualification. The Selection of the Communications and Advertising firm will be based on a transparent and competitive bidding process for which the bidder is required to submit a technical proposal and a sealed financial bid in compliance with the Terms of Reference/Scope of work. Scope of Work/ToR: Brand Identity for the Commission; designing the logo and pay-off-line. Creative support services, which include designing creative material, preparing messages and media buying. Identification of channels and tools of communications with local and foreign investors. Determine the focus of the Commission’s image-building campaign and develop key messages and themes. To devise pre-and–post-publicity plan for specific occasions/events/investment conferences with lay out of the actual expenditure. Prepare a sustainable Investor Education campaign for educating the appropriate segments of the targeted groups. The Agency must be able to interact with all types of media channels in all areas of interest. To organize educational, promotional and awareness oriented seminars/conferences, symposiums, workshop, lectures with the help of appropriate forums at actual costs. Compilation and Designing of an investor newsletter on quarterly basis. Design and update the Commission’s website and other publicity tools. Any other assignment related to media.
